organizations) the populace and the police are effectively unarmed.  (You
can't own a knife longer than 30 cm. without a permit, police are rationed
on bullets).

Hrm. I missed one. Ah, well. 

One issue at hand is, after a brief re-read of Chapter 1, most youma can
resist machine-gun fire. Now, I'm going to be conservative and assume
that Nowack is referring to the relatively light machine guns available
to each squad -- in this case, probably a 5.56mm MG  (~1220 ft-lbs
muzzle energy). Youma can take that kind of fire without too much a
problem, though conservation of momentum means that they can't exactly
charge too much fire without at least being slowed down. 

The vast majority of civilian arms are going to be insufficient to deal
with marauding youma. Arms manufacturers are going to be swamped just
dealing with military orders for high-powered rifles (at least 7.62mm
standard for all the troops). The civilians are going to be left cold
for awhile. Even storied revolvers such as the .44 Magnum (900 ft-lbs of
muzzle energy) are going to be useless; large ones such as the new S&W
.50 *may* work. 

Also, something not too many have touched on is camouflaged youma. From
my more faint memories of SM S1, they were able to blend into the human
populace fairly well. If Metallia opts for infiltration, this will make
things considerably more difficult, at least until some sort of
differentiation method is found. Thermal imaging might be a good method
- I seriously doubt that a youma will have the same thermal signature as
a human would.
