Given some convincing, if you could get the USA youma hunting, it wouldn't
matter that much that you'd need lots of explosives.  Think of a combination
of Special Forces with laser targeters and F15/F16/A10 air support with 2k
pound bombs.  Sure, it might cost a block or so per attack, but considering
the alternatives it might be worth it.  Don't forget that during the fist
gulf war, we came out with a NEW bunker buster in under a month.  I'm sure
that given proper incentive, the USA wouldn't be working on a variantion of
anti-tank rounds.  Maybe some sort of missile with a directed 'shotgun'
charge.  And I think that an alien invasion would be plenty of motivation.

A problem here is that youma may appear anywhere at anytime. Aircraft
simply cannot be kept in the air 24/7 and we don't have enough aircraft
to keep up a rotating patrol to protect that much of the United States.
Furthermore, ground-targeted LGBs aren't always accurate - the bomb may
not actually see the designation spot. 

As for that bunker buster, that was something of a special case and made
out of old 8" guns. Pre-existing guidance units were used for it; a
missile designed to home in and destroy youma are almost certainly going
to be more difficult.
