The objectives of the attack:

1) Test human defenses.

2) Keep the Senshi/Champions pinned and busy.

3) Create as much death and destruction as possible.

Also, the few hundred youma casualties (most of the thousand simply got
deposited back in the Dark Kingdom) are trivial from Metallia's point of
view.  There are far, far more where they came from.
