You could even make a story about how dark wizards wish to capture the
little dude for their own evil porpose, or whatever. (that's the great thing
about evil guys, they're always willing to lend a plot device or two)
Another possibility is that the only way to make a self-aware AI
is to use magic and ALL net-navis are hybrid magic/tech constructs
but the muggles don't know that. It's all part of a program to
gradually accustom muggle to magic so that the magic community can
eventually "come out of the closet".
