I've tried to avoid harping on stuff like this, but... I mean,
puh-LEEEZE. Are we to assume Akane is a punker? A mutant? Has had her
entire head dipped into the inkwell by naughty classmates?

No, just that her hair is the exact same shade of blue she was born 
with, just like in sailor moon, Michiru has green, Ami has blue (same 
as Akane's, near as i can tell), and Chibi-usa has pink hair... Just 
like how Ranma has red hair (thus establishing that the author is 
getting hair colors from the anime, whereas in the manga ranma clearly 
has black hair in both forms)
