Such a thing as an "engorgement potion" is already known to exist in the
HP world... IIRC, some students, not aware of Hagrid's parentage,
assumed that his size was due to someone slipping him some of that as a
child.

It wouldn't be unreasonable to assume that that stuff might be made to
work on Ranma... possibly with problems, though.

A better reason to not turn him full size would be due to fear/worry --
after he shows what he can do while still chibi, they might be afraid of
making him normal sized.
