Agree. Can't think of anybody else in the Ranmaverse who has "daily
specials", and the "bimbo" remark tells us this isn't Shampoo speaking, as
she would never call Ukyo a bimbo.

No clue, except that it might be Ranma again. Unlikely, though, with the
skates.
Seeing as the rest of the fic is devoid of Japanese, you might want to
replace the "hai" with something else - it breaks the style.
Funny, I first thought of Sakura and Tomoyo from CCS. We know Sakura has a
thing for penguins, and gets around on skates. But if we're talking
Ranmaverse, I would guess Mikado and Azusa.

Actually, I thought of Keitaro and the Hinata brigade. We know Su is an
inventor, and her inventions do not always work the way she planned them
to. The "there he goes" after the "hentai" comment sounds like he fell and
got a peek up either Naru or Motoko's skirts. But it could also be Ranma
getting pounded by Akane's mallet.

(Seeing as I'm not familliar with most of the newer stuff, might there be
some Azumanga mixed with this?)
