Most everyone seems to be on a first name basis in the anime so its hard to say but I'm pretty sure "Seras" or whatever is her last name. As in Victoria Sellers or Victoria Cellars.  It's not exactly inconceivable though that some one in England could be named Seras thought. Far less inconceivable at least than the idea that everyone in England speaks Japanese, or that vampires exist:-)
