Sorry, but no - it has been established that the Chibi-Usa event has yet to
happen, if it's going to happen at all. Thus the only Time Key in this era
is the
Time Key Staff itself, which is being held by Sailor Pluto.

Who should be stranded in Juban at the moment since she cannot use the
instant teleport ability normally granted by being the Guardian of the Gate.

Errk, not quite.

If you've read the Timeline notes on the story's index page, R.A. diverges 
from the end of the Sailor Moon S anime season. ChibiUsa is staying with 
Usagi in Tokyo and has the 'minor Key'. Sailor Pluto is stuck at the gates 
of time after killing herself and has the 'major Key'.

... or did you miss the part in Chapter 3 where the Gates told Ranma: "... 
The minor Key is currently in the possession of one of the Senshi trainees 
in Juuban."

If I were in Ranma's place, I would do this by somehow getting in touch
with Usagi (the non-chibi one), and explaining everything that's
happened, and asking her to get the Key from her daughter.

Somehow, though, I don't think (s)he's thinking of anything that simple.

And even if he were, how would he know? Just because the Gate knows where
the Key is doesn't mean that it can use its own powers to spy on the Sailor
Scouts.
That was a stated safety feature in an earlier chapter - the Gate requires
an
opperator in order to really do much of anything besides what little help it
is
giving Ranma at the moment.

No, the gates cannot spy on the inners at the moment, but that doesn't mean 
that the Gates aren't aware of the inner senshi's mundane identities. After 
all, while Pluto/Setsuna had closed off her thoughts & feelings to the 
gates long ago, it was still able to see & hear what Pluto saw & heard.

In other words, this is prime forshadowing of the upcoming
misunderstandings!

Well, there *is* that! :)
