Actually, it's never really made clear whether or not the other women of the 
school 
are eligible to take over the clan/school.  There may be problems with that, 
as they
may or may not be registered with the Aoyama clan register anymore, depending
on their marital status.  As Tsuruko said, it's the 'Aoyama' clan.

As to the master bit ... well, not to beat a dead horse, but lets use R1/2 
for an 
example.  Technically, Genma and Soun are the Masters of their respective 
family
schools, but in reality, Ranma and Akane are the _real_ masters, having 
surpassed
them long ago.  In this case, 'clan leader' may be nothing more than a fancy 
title
for 'figurehead'.  

Keitaro may 'officially' be the master of the school, but lets face it:  Who 
would 
_really_ run the clan?
