Actually, it has, though the change is relatively recent - the death penalty 
for treason and piracy was abolished in 1998, by section 36 of the Crime and 
Disorder Act:

That said, it isn't really relevant; the fic would probably be much less 
coherent if the UK setting were used as a reason to drag in details of 
contemporary Britain that don't fit well in the context of Hellsing, and 
wouldn't necessarily have come about under different conditions.
