Hmm... I'm only familiar with the manga, so the name Rui doesn't ring a 
bell. And a search at AnimeInfo turned up nothing.

Actually, Rui 'is' from the manga.  The Flames of Rekka manga.

Basically, in Flames of Rekka, whenever a Flame Master dies with something 
incomplete, their souls become Flame Dragons, and try to bring closure 
through the next Flame Master.

Each Flame Dragon grants special powers to the Flame Master.  Rui was a 
female ninja, who specialised in disguise.  She would seduce her targets, 
and assassinate them.  She grants the power of illusion.

When Rui assumes human form, she only wears a loosely tied robe, which tends 
to show a lot of cleavage.
