I'm not so sure the cat-people don't add anything. There was at least a
little humor in the "Catgirls. Every one of them." line. Possibly,
start with an explanation of why Kiima happens to be in Japan at the
same time some cat-people ambassadors are on hand to make first contact
(say, Saffron and attendant Kiima wanted to speak with Ranma, and the
resulting concentration of ki attracted the aliens' attention, or
something to explain why they're seeking out Ranma). Then proceed with
the glomping, and directly to punchline.
Very well. I'll retract that and revise the statment to:
They don't add anything to the fic as it was.
It could obviously be revised, as you or I have suggested, but given
that the author has expressed what amounts to nill interest in such
revision... we should probably both C&C for people who actually want C&C. ;)
