 @@As with most aphorisms of this kind, the meaning is somewhat fluid.
 However, the basic meaning is that you should take advantage of ANY 
opportunity that arises. Even a minor mistake by an enemy should be noted 

and 

used against them. So . . . if the 'enemy' leaves his goats running
 around, grab them.  If he leave the keys in his car, steal it. If
 he cheats on his income tax, turn him in.

    Rule n:      If it's not nailed down, take it.
    Rule n+1:  If it *is* nailed down, use a crowbar.
    Rule n+2:  You're in luck -- crowbars can't be nailed down.  Look around 
you.
