It really depends on how the vampires in a specific story actually work. If 
they're undead cursed to drink blood for having forsaken the Light, like in 
White Wolf's Vampire: the Masquerade, then only true sunlight harms them, 
because it's symbolic. If they're either a different biological species (as 
in Blade) or vampirism is actually caused by some sort of scientific virus, 
then it makes perfect sense for UV rays to harm them. Since there's no such 
thing as "vampire canon", it's up to the author to decide what works.
