Here it's not so much reading minds as Belldandy being fluent in
cat.  She
is a goddess after all, and Urd never seems to have trouble
understanding her rat friend...

In one chapter Belldandy talked to several birds, a cat, a mouse, a
caterpillar and a cockroach. It's safe to assume she's fluent in just
about any form of communication there is. As you say, it probably
goes with being a goddess.

I do recall that, as well as her being able to speak fluently with the
time-space whale, etc.  However, my confusion here was that I didn't get
the feeling that Shampoo was "speaking", as that style she expresses
herself is similar to that of stating her thoughts.

I'm not really sure what could be done to change it, either.  The whole
bit <'%$@(%*$% %$%)@$%`> indicating that the speaker is speaking in
Martian Swahili while eating and with a stuffed nose is something that is
normally suggested, but one that I personally find rather annoying.
Perhaps stating in the description that she's miaoing to Belldandy and
such might work in conveying that Bell understands what she's saying, and
is not reading her thoughts.

The sardines weren't worth the trouble.  A few more shots, then
Ryoga-san would overheat and explode.  Ducking around a corner,
I managed to lose him as I entered the ramshackle residence of
my Anime supplier.

One look at his face and I knew that I had been betrayed.  "Tell me,"
I insisted.  He refused, so I slammed him against the wall.
"Last chance.  Where can Ranma-Ranma find good fanfics?"
"Try Jason Liao," he whispered, before he slumped to the floor.
I heard the sounds of a door splintering as I left through the
window, one step ahead of Tendo Heavy Industries...
