My guess was Fantomas. But maybe he's only masked in the movies?
Or too late.

Fantomas is usually portrayed (in the original novels) as wearing a mask. Well,
technically, he's usually portrayed as wearing an elaborate disguise, but when
he appears as himself, he wears a mask -- of the same general type that
Eisner's Spirit and other investigators wore, rather than the full face mask
that he was wearing in the only Fantomas movie I've seen thus far ...
