Japanese people are biased against foreigners in
general...at least not as you are imagining it.  It is not
USUALLY the intentional, blatant racial discrimination as
in the US.  For the Japanese it is more of a matter of...
they are all Japanese... all basically the same
physically, culturally/mentally... and you are not.  The
word gaijin (which is not the proper term... gaikokujin is
the term) is composed of two characters... "soto" and
"hito"... outside and person.  So basically... you aren't
part of their "in-group"... their cultural circle.  So...
they bring you a knife and fork at restaurants because
non-Japanese (at least non-asians) can't use
chopsticks...or so they believe.  The same thing goes for
language and many other things.  So in treating you
different than they would another Japanese person...making
"exceptions" for you and sometime excluding you because of
it they are indeed being discriminatory... the difference
is the reasoning and thought process behind it.  Not that
it makes it any more right than what goes on in the US...

I've heard... "oh so you're from Jamaica?!  Cool... can
you sing reggae?" from several Japanese people. Granted
I've heard "Jamaica?  Do they still live in grass huts
there?  Is there electricity?" from Americans... so take
that grain of salt along with it.  But I'd say that the
Japanese people are fairly guilty of listening to
stereotypes and making their own fair share.
