I kind of agree with Mike here.  Maybe the simplest fix is that
the Yakuza boss that had the agreement with Tendo died in the storm
and his younger (foolish) lieutenant thinks all deals are therefore
void and renegotiable.  Some dialogue to that effect at the beginning
of the fight would explain things.
