For those of you fortunate enough to live in a region where chlorination is
unnecessary, you have my congratulations. However, a great many of us live
in regions where it is necessary to chlorinate all water coming from surface
sources such as lakes, rivers and streams. Chlorination of potable water is
a widespread and common practice.
Regarding the water in swimming pools. It will have a relatively high
chlorine residual, but not high enough to make you sick. It is potable
water. In _Divided I Stand_, I am making the blythe assumption that it is
necessary for Tokyo to chlorinate its drinking water simply because its
geographic and topographic circumstances are quite similar to that of
Houston, New Orleans, and just about any city you care to name in Florida.
In any case, given a choice between water from a properly maintained
swimming pool and water dipped out of stream and then boiled, I'll take the
water from the swimming pool. It will definitely be safer to drink.
Insofar as taste goes, that becomes a very minor issue once you are thirsty.
If you have been without water for more than a day, you will gladly drink
branch water from a cow track. If you have never been truly thirsty, don't
try telling me otherwise.
In most large scale emergencies the single largest headache faced by
authorities is the supply of potable water. That is almost always priority
one. Without it, the number of sick people will grow exponentially.
