FWIW, Houston is not surrounded by water either, but we came very close to
getting into this exact situation because streams and rivers cut bridges.
You could get in and out on foot, but getting a truckload of groceries in or
out of town came close to being a very onerous business. We got lucky with
Allison in that respect. For a while, the only reliable routes we had in and
out of town was a highway on the west side, two railroads and the two
airports. Things could come in by ship, but moving them away from the docks
and getting them distributed where needed became a major headache.
 
Still, the shelves got kinda bare around here for about a week. We never
quite ran out, but it got a little thin.
 
Now, I don't really know if Nerima or even a major section of Tokyo could
get into this kind of situation, but things could still get very bad in any
major metroplex you care to name after a hurricane or slow moving tropical
storm. Most of cities only have about a week's worth of food on hand. Water
becomes a problem even quicker.
 
One final note, you don't have a clue as to how much you rely on electricity
until all of it is out for three days or more. Then you begin to hurt in a
serious way. Oh, watch out for curves ahead. This yarn is full of 'em.

grounds in the system to clear before they can use it safely.

Actually, Nerima is not surrounded by water, so there would be no trouble
getting in or out anyway. This is kind of like saying you'd have trouble
getting from Brooklyn to Queens due to bridges being out, but why ruin a
good plot device? ;-)
