normally they dont. civilians are not alllowed to carry guns or really
manipulate eachother in any way. But they put out rewards for the 'info
leading to capture' on the really bad criminals so that it will be like
chris says, their neighbors will rat them out, etc. Smart people, on the
other hand, know that merely calling the cops with a tip is a good way for
one of the officers themselves to claim the tip as his own, and collect
yourt reward money. So if you are smart, you catch the rat-bastard yourself
and sit on him until the Special Forces come to remove him. (for the really
bad criminals.) And of course if you live the way a lot of people do,
illegally, with a stock of weapons and guns in your closet for protection of
livelyhood, you just cap the dude and haul him in yourself, with the proper
framing/set-up procedures already taken.

Donning their black-market blues, Chris and Fly pulled up
to a camouflage tarp-covered checkpoint and waved badges which
let them pass into an outdoor parking garage. The shear
sheer

cops meant that their supposedly 'undercover' dark green Ford
Cobra would probably go unnoticed. Maneuvering around Special
Forces agents in combat armor, they made their way to the top
level, which sat in open air, five stories above the street. The spot
offered a perfect view of the government building it faced, and
they would be relatively out of the way if fighting did break out.

i love that side of things! Its like if you get enough exitement and energy
into people, like sucking out their time and thought on a televised sport
they can only enjoy vicariously, sucking out their money in bills and
products and tickets, and then suddenly have this huge thing theyve all been
beating off to for seven months somehow 'win', vindicating all of their
errant thoughts and desires, they explode all over the place. Its great, raw

supposed to be there. Which was hard, since it was now after
midnight, and he was dressed in formal Zig dress: ironed canvas

password to get to that floor. So Zig punched the keypad out of its
housing, and the elevator complied.
