escaping from prison, Kami-sama
did not appear to get involved in the situation. 
Peorth did not go to
Kami-sama for such a large problem, she went to the
council with something
that could have very easily been something that
Kami-sama could have advised
over, at least to my perception.

Of course, since I haven't read a lot of the manga,
and haven't seen the
ova's for about two years now, I could very easily
be wrong.  But too me,
Kami-sama does not simply go around dealing with
every issue, he has that
mysterious council that works for him that deals
with most of the stuff,
such as the Celestine and Belldandy issue.

Very interesting point. It may just be "early manga
vs. later manga" but Kami-sama has personally punished
Urd on at least 2 occasions as well as personally
chewing out all three sisters once. He personally
tried to seal away Urd's demonic heritage. He has even
argued (and lost ^_^; ) with Belldandy.

However, when Peorth was looking for help, she seemed
to go to everyone in Heaven BUT Kami-sama. There was
some sort of "Academy of Magic" or something
mentioned. I can't recall an administrative council
a-la the movie, but considering the documented magical
beurocracy in Heaven, there is almost certainly one.
The demons have just such a council in the manga.

So, it seems the manga goes both ways.

Belldandy, and yet more powerful then my own,

I can definitely see Urd being annoyed, probably
more
concerned, though, here. As for the power level
thing,
this is a common misconception (even though it's
explained TWICE in the early manga). 1st class
status
is not based upon power level alone. Goddess 2nd
class
Urd is much more powerful than goddess 1st class
Belldandy. What Urd lacks is a high level of
control,
and she lies a lot. Those two things are what has
kept
her at 2nd class level, even though she's more
powerful in absolute terms than (sealed) Belldandy
or
Peorth.


From the movie, it sounds more like every god and
goddess is born into their
classes.  Belldandy, even when a child, was given a
class 1 ranking, a
ranking that I doubt a child would be given.  Since
I'm unfamiliar with most
of the manga, I'm not about to say that I'm right
about this, and that what
I say is law.  However, from what I believe from
what little I've seen of
AMG, class is something that is given when they are
born, and that they are
taught to fit into that ranking and the expectations
placed before them.  Or
that could have just been Belldandy's case. 

I need to watch the movie again. This may be a point
where the manga and movie disagree (the manga strongly
implies that 1st class is an earned designation) or
class may be both granted to individuals with high
potential (Belldandy was highly accomplished in magic
at a much younger age than goddess 2nd class Skuld)
and earned for those who try hard.

Whether
they are limited or
unlimited, if that is indeed part of their
designation, could probably be
determined by their behaviour I suppose.  Then
again, I could be entirely
wrong here.

Sounds likely. Behavior is both rewarded and punished
on both sides, god and demon.
 
Refusing to control ones angel is
essentially refusing to exercise self control,
since
the angel will do what you want done whether
consciously or not, and that could be a problem -
as
Skuld found out with Noble Scarlet. Still, even a
rogue angel must obey its host whenever the host
gives
a direct order.


Ok, this issue I did in fact read, and throughout
the entire story, never
once was it about control.  It was about maturity,
responsibilty, and
forethought.  The orders and commands that was given
to Noble Scarlet, and
the situations that they Skuld and the others found
themselves in, leads to
the moral at the end of the story: Just because you
want something, does not
mean you have the maturity and responsibility to use
it correctly.  Or
something along those lines.

That was very well said. I was referring to the 2
"pushes" Noble Scarlet gave Skuld. On the surface,
Skuld certainly didn't want that to happen. Noble
Scarlet acted on Skuld's suppressed feelings, which
themselves were out of control.

 Then again, I could be
wrong as well, since it
has been 4 months or so since I last read that
issue.

I can understand how 2 tiny pushes might not seem like
an out of control angel in the grand scheme of things,
but Skuld certainly thought Noble Scarlet was out of
control. And, before Noble Scarlet appeared, Urd and
Belldandy were prepared for a destructively out of
control angel to emerge from Skuld. They were ready to
seal it if necessary. Fortunately, Noble Scarlet did
not require sealing.
