Making an extortionist into Minister of Finance?  There's a certain
elegance to it, but clearly, even though I assume that it is the 
plot of Sanctuary for the Yakuza to take over the government, this is a
plan that seems guaranteed to lead to a catastrophic scandal in the best 
case scenario.
