It's not *totally* Heinlein-inspired ... 

RAH didn't always write religous people as dishonest or incompetent.  There
were several good and competent ones in his stories,  Off the top of my
head, there are some in _Sixth Column_ and Mannie's senior husband was good
enough to manage a very sensitive project in _The Moon Is a Harsh Mistress_
as well as being the preacher in a fairly odd sect.  Raye can be just fine
and still be true to Heinlein's style.
