Shampoo-as-villain isn't unheard of, nor is it anywhere near
inconceivable.  For one, we don't know what the punishment of Shampoo not
getting Ranma will be.  With Borrowed Time, I showed a Shampoo condemned
for not killing or marrying Ranma, and choosing to die herself.  In this
one, I showed a similar fate, but the opposite path.  The fact of the
matter remains that the Amazons could have put heaven knows what pressures
on her to resolve the situation in a manner acceptable to the tribe.  If
they'd punished her for not initially killing Ranma by dunking her in
Jusenkyo, who knows what her punishment would be for not marrying Ranma?
Like it or not, the Joketsuzoku are a tribe of extremes.

Er... just had to point this out, since it's a bit of a pet-peeve of mine, but
she wasn't punished by dunking into Jusenkyou.  Cologne attacked her, saying
she needed to be retrained, while they were at Jusenkyou.  They were
sparring/fighting when Shampoo fell in.  There was no indication anywhere that
she was forced to be dunked into one of the springs--it's just another case of
extreme stupidity causing somebody to get cursed, exactly the same as it was
with Ranma and Genma.  Cologne's words at the time, saying 'How dare you
return to China without killing Ranma?' or something to that effect, made it
seem as though Shampoo hadn't even had a chance to talk to Cologne about what
had happened yet.  Cologne just attacked, without even waiting to find out
about Ranma's curse.

It really makes me wonder if she even knew what Jusenkyou was, despite the
guide and Shampoo's father being right there on the sidelines.
