My theory on this has always been that Kup and Arcee came to Earth after the 
space gate was built. Since they weren't on the Ark when it crashed, Teletran 
1 never rebuilt them.

Wheelie was from the movie. I don't believe he ever went to Earth.

3.  Arcee from post-movie episodes looks remarkably like Alita-1 from
pre-movie.  Is this just a coincidence or is it more like a
Bumblebee/Goldbug thing?

4.  Whatever happened to Sparkplug and Chip?  Do you ever see them in the
post-movie episodes?

As the movie takes place in 2005 and post movie episodes were 2005 and beyond,
I always figured Sparkplug bought it or just plain retired and was living in 
hawaii or something. Chip, I think disappeared well before the movie due to 
lack of ideas and problems involved in animating a wheelchair bound 
character. Berke Breathed did the same thing for Cutter John in Bloom County. 
A shame, really.

On a side note: Bruce Timm said that they had a hard time coming up with 
credible reasons to have Alfred in the episodes and he's mobile. Go figure.
