Well that was the gag. The characters everyone wishes would just curl up and 
die have to save the world. Perhaps whatever selects them mistook Kiyone and 
Washuu's feelings for the whole world. I dunno. There's too many holes in it. 
I'd have an easier time fusing City Hunter and Trigun.

they did not know of excessively negative consequences for Mihoshi as a

Same goes for all the others who would be on that quest.  Some would
decry the choice of who didn't count as "most annoying", some would
decry the choice of would did.  It's like picking among Ranma's
fiancees (or, to make the example clearer, picking between Shampoo
and Ukyo for Ranma's wife, removing the ones where the strongest hints
were given in canon).
