For what it's worth, in the original Li Meilin and Li Shaoran are indeed
cousins and engaged.  (She's introduced as Shaoran's cousin by the
teacher, and she announces their engagement.)

Anyways. To answer your question. If I remember the dub correctly, Mei Lin 
was introduced as a friend of Li's from Hong Kong. They trained together in 
the Martial Arts, which was what enabled them to defeat the...I believe it 
was the Twin card. Anyways, the dub passed the engagement off as Mei Lin 
having a crush on Li and I don't believe anything beyond that was mentioned.

In episode 43, "Sakura's Farewell to Meilin" (the Twin card episode
mentioned above), it's revealed that Meilin made Shaoran promise (when
they were probably 5 or 6, judging from appearances) that until he finds
somebody he loves better than her, she's his fiancee.  Sweet but sad.  

Anyway, the cousins-and-engaged bit is in the original, so.
