I'd think so.  There might be a few conventions one would expect (if
it's a comedy, facefaulting and or sweatdropping, etc.) but for the most
part, it should be all right.  Take Riding Bean and GSC, for example.
Nothing Japanese about them at all, right?

Just write a good story, and people'll read it.  Don't worry. ^^

Seeing as this is primaraly a Anime FanFic site, I have a question

It is an original fantasy which might loosely be considered anime,

it ever gets done as a animated story, Japan's the only place I'd

would do it justice.  However, it is set in NYC, and the only Japanese
character isn't a main player... Nor does it really deal with Japanese
culture or themes.
