If Ranma can't understand the language then when he's the viewpoint 
character, you shouldn't tell us what the signs say or what the locals 
are saying.  Also, I'm inclined to think that if someone tried to grab 
Ranma's arm and keep him from leaving the bakery, they'd quickly find 
theirself flat on the ground.
