Many of you have probably heard of the Italian masterpiece by Dante entitled The (Divine) Comedy. In which Dante (the pilgrim, not the author) explores the 9 levels of Hell, with his guide Virgil, on his way to salvation. At the 9th level of Hell, Satan is encased in ice as well as some of the other great betrayers in history. 

The challenge goes like this, "If you could add another level of 
Hell to Dante's Inferno, what would it be and which evil Anime/Manga villains would you send to there and why? A fitting punishment is required to fulfill contrapasso (let the punishment fit the crime). Which single notable Evil being would be made the guardian (someone who makes the damned miserable and keeps souls from escaping) of this new level? There must be a common theme in this new level of Hell that binds all of the damned together. The guardian should embody the "sin" that all the damned have committed. An added bonus goes to  the truly creative who go the extra step and have Dante talk to one of the villains and ask them to explain why he or she is there, instead of having the guide Virgil explain it all.

I think that sums up my challenge. An example of what I have in mind would be Ryoga (sent there by Ryoga bashers) sentenced to have the eternal role of Guardian/Guide of new souls (can you taste the irony?). The circle is the realm of the insanely or dangerously deluded (of course Kuno is there, Hanagata from SMJ too and many others). His sense of direction is now always accurate, but he is constantly walking in on an illusionary vision of Ranma and Akane together whenver his mind wanders. When he tries to stop them, he always spontaneously turns into his cursed form and is unable to do anything to change things. This punishment fits because he has used his cursed form to separate Ranma and Akane before. Just an example
