Gallifrey's temporal enforcement agency is by no means an official
agency.  Crimes committed by Time Lords and Ladies do have official
channels to go through, but the rest of their self-proclaimed dominance
over time itself is just another example of the ultimately informal
"we're right because we can enforce our views" oligarchies that have
unfortunately dominated most sentient societies throughout history.
And, like almost all such organizations, they refuse to admit their
nature, instead claiming to be protecting the very people they
brutalize whenever said people do anything against the rulers' base
desires.

Nevertheless, there are glimmers of formal process.  For instance,
there are official logs of the show trial that Earth's temporal
scientists were put through - without said scientists even being
present or knowing they were charged with any crime - to justify said
scientists' extermination.  And they pay bounties for cleaning up any
irritating threats to the timeline that are non-critical enough to
exist for any significant length of subjective Gallifrean time.

One such bounty is for an Earth native, who committed the offense of
being able to travel through time naturally.  Official position shifts
between wanting the subject captured for study, and wanting him
erased; the posted 60 billion double credit bounty says "dead or alive"
and has always meant it.  Everyone who has tried to collect on this
bounty has failed, even with the most intricate and well thought out of
traps, as if the subject were a living Murphy field.

Now, an insurance adjuster for one of Gallifrey's larger firms has set
out to see whether this entity should properly be classified a natural
disaster, whose appearance would invalidate any damage to what few
material goods Gallifrean science can not cheaply replicate.  Posing as
a child, she got herself adopted into a pig farming family and now
awaits her quarry's arrival, in a certain year at a certain school he
was frequently seen around.

Ryoga, the Human Timestorm, will not get away this time.
