Their names may be similar, but are they anything alike in terms of
personality? Also, you'd have to explain why Susan never displayed any
Sailor powers. (Actually, I think there are some major plausibility
issues with this even if Setsy isn't Susan, but I'll leave them for
someone more knowledgable about Sailor Moon to comment on.)

I hope this doesn't sound like a put-down, but... you don't have a story
here yet. (Please note the "yet." :)) What you have here is a concept.
To build it into a story, you have to show us some sort of consequence,
some conflict or change (whether external, internal, or both) that
results from these two being related. If they went to Skaro together and
joined forces against the Daleks, that would be a story. If they parted
tearfully, knowing that each would be working against the other's
efforts in time but savoring this one rare moment of filial love
nevertheless, that would be a different (and better, IMO) story. Show us
what your story is.
