You know, if this was a Ranma 1/2-Kindred of the East crossover/fusion story, 
I would probably have summoned enough mental fortitude to read it through.  
Kasumi as a Devil-Tiger?  That's most certainly original; I would have pegged 
her for either Bone Flower or Resplendent Crane myself.  Devil-Tiger could 
work, although her direction would be either West or Center.  Maybe North, if 
you push her character far enough.  Torture-rape methods of punishing the 
sinner (which would be Nabiki in this instance)?  Within reason for 
Devil-Tigers; take a glance at the manga in Dharma Book: Devil-Tiger.  Using 
gaijin to do the dirty work?  Maybe, although I would think afterwards, the 
same foreigners would quickly find exquistite torture methods placed upon 
themselves by the same Devil-Tiger, if they aren't just converted into 
bakemono later.  That would make sense, and would probably become an engaging 
story to peruse over (after summoning up sheer strength of will to stomach 
the accountment of the rape; Devil-Tigers are exactly a nice group to hang 
out with).

Of course, this "story" features none of those little trinkets.  It falls 
into the worst of catagories, even lower than where Michael Rhea was placed 
in with his horrible accountments of a "proper" Ranma and Ukyou relationship 
shaken in a glass of fanaticism.  The "story" is devoid of any point to it, 
save maybe the verbal expulsion of a lurid SI-fantasy on par with all 
"9-year-old-Sasami-gets-boinked-by-Tenchi-or-that-sweaty-fat-guy" Lemon fics, 
designed for little more than a quick jerk-and-clean, and it doesn't even do 
that much, unless you're heavily into bondage, domination, and rape.

Basically, this isn't a fanfic; it's a perverse true-life accountment with 
the names changed to protect the victim and the accused.
