I think this fic should be call "The Brat, the Bastered and the Brain."

Not that there is anything wrong with that.

The story starts off with Ranma being born as the second child of
Neo-Queen Serenity.  Now for some unknown reason Usagi is
uncharacteriscally cruel in her treatment of her second child.

Okay, stop right there.

Now, if you are going to be trying to change Usagi/NQS like that, you 
better have a very good explanation why she is changing her usual pattern 
of behavior so much.

If you don't, then this fic will likely have no readers beyond the 
pro-evil Senshi,' and 'I hate Crystal Tokyo' crowd.

As you yourself said, Usagi is being different to her son.  Answer the 
question why, and find a way to make it believable, and you have a story.
If not, people won't read, or enjoy, it as much as otherwise.

My take on this is that you could go the humor route, and have the 
situation not being Usagi being cruel, but simply being
a ditz, who loves playing dress up with her children, and who gets into the 
habit of dressing Ranma up as a girl, and simply
carries the behavior on way too long. It was cute when Ranma was two, not 
so cute when he was eight, and right out there when
he hit puberty, and Usagi used the crystal to give Ranma a real female body.

Think of her as being a reverse Nodoka, one who is obsessed with Ranma 
being girly.


You should look for the reason for her behavior in humor, rather than in 
cruelty.
Ranma is out for vengence for this raising, but her plots tend to go awry 
in humorous fashion for two reasons.
Misfortune, the Wiley E. Coyote syndrome, and because under it all, he/she 
loves his mother, no matter how crazy she is.


Played that way, it could be a fun read.
