Considering the amount of attention Belldandy's wish granting attracted,
Heaven hasn't been paying enough attention to the mortal realm. If they did,
they would have used a more discreet system to grant wishes in this reality.
Then again, perhaps the fireworks WERE deliberate. It did land her next to
one of the nodes to be monitored.
If you can't use Keiichi, I agree Godai is the closest match.

I guess it's unlikely that the Institute and Heaven use the same scale for
ranking power. Is the Institute's scale ascending or descending?

If you'd like some advice on Belldandy's combat abilities ( for a future
chapter perhaps), use wind based attacks and defenses and use her angel as
well.
