While under-population is a rather obvious problem to mega-
playboys could solve, let us not forget the other aspecst of his 
transformation.  If the technology of the future evolves something like 
a shield from Dune, but it stops beam weapons as well, then hand to 
hand fighting becomes very important, and we know that mega-playboys 
excel at that.  A generations long war, against humans or aliens, would 
allow Junta's decendents to make a great contribution, and their 
fertility would be considered a plus rather than a minus (for the 
duration of the war, at least).

      Alternately, assuming that Junta's female decendants are just as 
alluring as the male ones (i.e. the mega-playperson gene makes one 
attractive and fertile, but not especially driven to deliberetly pass 
on their genes) they may become diplomats of all stripes and end war by 
mediating negotations.

      Or, soon after Junta becomes the mega-playboy, a method of 
sterilization that works on him could be discovered.  He would either 
a) not have decendants (they are not required by the wish) or b) his 
decendants might have egg or sperm samples taken (a technology for 
storing unfertilized human eggs would be needed) and then sterilized.  
When they want children, they go to the sample.  For that matter, 
perhaps reproductive technology would have advanced to the point that 
with a DNA sample an egg or sperm cell could be made for a person, and 
the decedants would just be steralized at birth.

     If you want a dark fic, wars start being fought over Junta's 
decendants, keeping their numbers low and throwing the Earth into a 
giant battle ground and arms race.  A century later invaders from the 
heavens arrive, but are slowly pushed thanks to the massive military 
research that occured for the last century.
