Being that I'm one of the most outspoken on the subject, as far as I know...
If it's on FF.net, contact the administrators of that site as soon as possible.
If it's on a website, e-mail the author and tell him. Sometime's that's all
they need. In an interesting note, while you may not have actual rights to the
characters, you own all the scenes you place them in, word for word.
I've written a bit about this - some on FF.net and the copyright issue is
handled on my website.
Also, other authors will get on the case of whomever did it as well, so you can
try that, although it's more of a last resort.

I'm hoping the Admins don't count this as spam, because I feel it's a
worthwhile topic....
How should I handle plagiarism? I've been informed by a well-meaning person
that someone has stolen whole paragraphs out of one of my fictions. I'm
assuming this has happened to others before, and I wonder what people advise
I should do.
