    It occurs to me that there should be some "backfire" from the
changes--perhaps an enemy that would never have come into existence
because the other villains suppressed it while we weren't looking.

Although possible, that would not be as satisfying for a fanfic as upgrading
a known enemy.

    Or the Black Moon Family could grab what's left of the Dark
Kingdom and be much more powerful in their bid to change the past....

Now THAT is a useable idea! The Black Moon Family is sent back in time with
a twofold mission. In addition to capturing chibiusa, they are to
investigate the existence of the so-called Dark Kingdom. Although they find
the place, they face the same problem that Beryl did, not enough energy.
They attempt to collect energy and fail thanks to Usagi's extreme
competence. Then, one of them thinks,"We're going about this all wrong!
Here's what we should be doing..."
