Luna doesn't have the pens for the Outers.  Uranus's just seems to appear
from nowhere in the series.  I don't know about Neptune (and Pluto obviously
isn't a problem).

But there'll be other enemies in the future and she won't always have the
benefit of future information.

Well, there's the enemies we see in the series, then Crystal Tokyo is nice
and peaceful...  I'm not sure there are other enemies aside from Chaos.
(Actually, I just realized left out Ail and Ann, but they're appearing next
chapter anyway.)
