Err yes, but in Part 60, written by Ryoga P. Hibiki, and I quote:

"Still as curious as ever I see," said the woman as her form melted away
into that of a familiar young boy.
 Cologne narrowed her eyes at the transformation. "Who might you be? This
other Ranma my Great Granddaughter told me about?"
 "I am, I knew you, another you anyway. You appear to be all you were
before," replied the Ranma clone with a smirk on his face.


That entire section indicates that Cologne has just met Carrot for the first
time.  If she had already met Carrot, then her response would have been far
more drastic as she would try to figure out how he did it.

Yes.  However, Carrot-Ranma was in male form at the time, and Yohiko looks
significantly different from Ranma's female form.  Remember that Nabiki
didn't have a clue who she was until she mentioned that she was there like
she promised.  And even then, she was still skeptical.
