I think what he's getting at here has to do with a scene in OAV 13, where
Funaho (the Queen, not the tree) asks Yosho about his appearance being
Tsunami's doing. This implies that Tsunami did 'something' to Yosho..
Kagato's dying words also bring something up, nameing him Tenchi, the same
as the 'Master key' wasn't a coincedence..

Masaki Kajishima is going to do a third OAV, that might clear some of this
up..

I don't think using the 'Master Key' is a sign of Light Hawk power, but I do
think that Tsunami did some genetic tampering through Yosho to arrive at
Tenchi.. If she could just give control of the Light Hawk Wings to anyone,
most of the Royal family of Jurai would probably have this ability already..

It might have something to do with the percentage of "normal human" in
Tenchi and Yosho.. Yosho seems to have been the best of his generation, and
one of the (if not, THE) strongest.. Maybe Tsunami was playing off that, and
by 'modifying' Yosho, Tenchi turns out to be the perfect mix of
human/jurai.. It's all speculation in the end.. Besides, if you go by the
artbook, Washu and Ryoko can, or will be able to, generate their own Light
Hawk Wings.. ^_^;;
