It's UTF-8 encoding of typographic quotes and apostrophes. You can see the

character set from his mail headers:



MIME-Version: 1.0

Content-Type: text/plain; charset="UTF-8"

Content-Transfer-Encoding: quoted-printable

Content-Language: en

X-Mailer: AOL 5.0 for Windows sub 130



To avoid using these characters, you have to convert to ditto marks

(typewriter quotes) before sending.



My mail client (Outlook Express for Mac 5.02) displays the quote marks just

fine, as do most modern mail clients, but obviously not everyone's can. In

any case the list FAQ says to send 7-bit ASCII plain text.



I don't want to start a meta-discussion that is clearly off-topic, but it's

worth thinking about the fact that more and more mail clients send things

like this as a matter of default, and many of the list members may not be

expert enough to disable this.
