Actually, Aaron is correct. The Shi Shi Hokodan story happens BEFORE Herb shows
up.

As for Chi hurting Mazoku, it actually is simpler than that. A Mazoku is a being
comprized of astral energy that is kept together by their own sense of self. Any
attack that can affect such a thing can hurt a Mazoku. Black magic does this by
calling on a higher-powered Mazoku, basically pitting the targeted Mazoku
against the called-upon Mazoku, and if the target's will isn't strong enough,
then it gets erased. Spirit Shamanism spells attack mental defenses and
identities - debilitating for mortals, but potentially lethal for Mazoku.

Now, here comes the nifty part. Some humans, who have a stong enough personality
and identity themselves, can hurt Mazoku with normal weapons - or even their
bare hands (i.e. Phil). Admitedly, such a person isn't likely to be able to take
out anything other than the lowest level of Mazoku that way, but it's still
possible. Now, let's take Chi, and Takahashi's method of strong emotions being
used to focus that chi into attacks. What you end up with is a concentrated ball
of not only physical energy, but also a huge emotional wave on the astral plane.
Sufficient so that a Mazoku could be overwhelmed by it and disipate. Of course,
the neccessary emotional output and energy needed to take out anything above a
low-mid class Mazoku would be basically impossible for anyone other than Herb or
maybe (MAYBE) Ranma or Ryoga. And even them, pitted against a Priest, General,
or Lord, all the chi in the world won't help them.

Furthermore, Ryoga's in a tough spot. His chi attack - the Shi Shi Hokodan - is
based on depression. Since that is one of the emotions that Mazoku feed on, the
blast might not do anything at all. Or, worse, it could just make the Mazoku
stronger.

And Lord forbid the Mazoku get a hold of Akane...
