Hmm...my feelings on this:
One, the senshi know, or probably have an inkling, of what Setsuna does
to ensure the future of Crystal Tokyo. So some of them would have to be in
on it. I like the idea that without her intervention, Crystal Tokyo would
be some sort of dystopia rather than a Utopia (and to some authors, the way
Crystal Tokyo is presented is a dystopia: happiness at the expense of free
will).
You could go somewhere along the lines of Tomas's _Twin Black Phoenix_
(http://www.geocities.com/Area51/Quasar/6189/) , a tale of a Silver
Millenium severe dystopia, where the senshi, except for the newly christened
Saturn and Sailor Pluto, who is the double-agent of this evil "Serenity" and
Beryl, who wants nothing more than to free the people of the solar system
from their oppression. It's also a Ranma 1/2 fic with a semi-self-insert,
but it isn't too bad in any case.
Alternitively, you could take a look at A Terrible Power
(http://www.ozemail.com.au/%7Edzillman/fire/), which is also quite good, but
darker than the first (in my opinion). The description sums up the series
quite well.
"The ability to travel through time is a great power,
and a greater responsibility. The slightest change
can cause the most staggering revisions to history.
Sailor Pluto is faced with the return of the evil
Queen Serenity, and must fight to save the world.
However, Pluto's stength in combat is no match for
Serenity and the Silver Imperium Crystal, so she must
work through the resources she has available. And
Pluto's true power is terrible indeed."
You may notice that there are very few "Setsuna as villian" fanfics. I
don't think it would come off very well, because unless she's been altering
things for evil, it doesn't quite mesh. Again, in my opinion, the following
type of situation would occur:
-cutscene-
"Sailor Moon! You must destroy the Bank of Tokyo in order to create
Crystal Tokyo!"
"But Pluto! If I do that, people might die, and others will lose all
their money! I will not do that!"
-end cutscene-
My biggest concern with the situation presented would be how it would be
pulled off. The senshi find out, but they don't know if they have been
puppets either. Setsuna could always change the timeline if she felt that
her carefully laid out plans would fail.
Actually, if you really want to read something interesting on altering
timelines to produce an effect, think about the ST: Voyager episode whose
name currently escapes me that went like this: A species lost their
homeworld, or something like that. The survivors created timeships that
could alter history like nothing. But the more they altered, the less like
the history they wanted occured. Finally, Mama Kate made them stop, and
their planet reappeared again.
Anyway, it's just some stuff to think about...

Here is a suggestion for all Sailor Moon experts out there.
Don't know if this one has been done or not, but here goes:
We all know Usagi is a clumsy, ore than a little ditzy, but has a good
heart. We also know that Setsuna manipulates things to ensure Crystal Tokyo
happens the way it "should".
My Question is this: What if Setsuna was responsible for the condition of
Sailor Moon, making her less efective, easier to control and manipulate to
ensure her vision of the future pans out? If this was the case, who would be
assisting Setsuna? Luna? Artemis? The Outers?
Now what would happen if this information became known to the rest of the
Senshi?
Whoever likes the idea, have at it, just let me know hwat you write, as I
am rather curious as to the result.
