SHE WILL however, IF you ASK first (and I went to the trouble way back
when...)
to look over your plot ideas, and say yes or no...

Mercedes Lackey has gone on record saying that she will
allow NO fanfics based on her world of Valdemar, and if any are
discovered, she will sue and sue until the author has nothing
left for her to take.
Bob Schroek, a fellow member of this list, killed a
perfectly good fanfic he'd begun, because of Ms. Lackey's
stance on Valdemar fanfic.
You want to continue writing this, I'll applaude your
courage. Right after I find a nice safe place to hide from
all the lawyers she's going to unleash if/when she finds
out you're writing Valdemar fanfic.
It's up to you, my friend. The chances she'll catch you
are, admittedly, small. But if she DOES catch you, she's known
for taking it personally.
Just a little info, so you can make an INFORMED choice.
