The thought occurs to me that the populace of a metahuman infested world
are going to feel the same resignation. What's the difference between
a Hulk rampage and a Boomer rampage?
Because in his meta-human world, there are at least as many 'heroes' as
villians. And it sounded from some of the earlier stuff that many of the
villians have the comic book 'villians code' that you saw in the earlier DC
comics and such... Don't harm/kill the civvies. Break in, get the loot,
get out. Property and anybody who attacks you (attacks that can be safely
ignored, like a normal woman trying to hit the Huk) are fair game.
Most boomer attacks are like from one of those people who will walk into a
church/school and just start shooting. I doubt most meta-villains are that
cold-blooded. The Knight Saber universe doesn't have an effective force for
combating the military boomers, so people see massive slaughters on the
news.
In the Loon's universe, the heroes have at least a good response time as the
cops/news. So when the news van gets there, the villian is busy fighting
another meta. We go from massacre to something better than the WWWF. Not
that the massacres don't happen, but there are many places where a massacre
could happen, and doesn't. The heroes (and they are organized in this
world), would be like the police after any serial/mass murderer. They'll
chase him anywhere. It'd hit the news: 'world wide manhunt for Carnage in
progress, who killed over a hundred when he went on a rampage in time
square'. It'd go on to list famous heroes, and organizations in on the
hunt.
