It's not a matter of ideas but characterization.
Writing is a very personal activity. It's different
for each writer and each story. In my case
I put the characters in a specific situation and see
what happens. Concerning your story idea there
are many possibilities.
Sailor Pluto already has a "civilian" identity as
Meiou Setsuna. Therefore your story must account
for this double life in some way. This may be
elaborate
or simple as your fancy takes you but it must be dealt
with.
Generally I have a rough idea of where the story is
going
before I start and how it is going to end. The details
may
(ALWAYS ^_^) change but the overall picture stays the
same.
For example, I knew that Soban was going to run into
Luna
and finally transform into Sailor Moon at some point
in
Sukeban Senshi. But the meeting and transformation,
when it
finally came about, was a complete surprise to me.
The problem of being OOC is mostly an illusory one,
since
all fanfic characters are, almost by definition, OOC.
The real
problem is keeping the characters internally
consistent within the
confines of the story AND keeping them believable and
interesting.
With that said, here is a _possibility_ for the basic
idea
of Pluto as Kasumi. Note that I have _not_ restricted
this by also
using the idea that this is a method of relaxation.
Pluto as Kasumi is the principle story change.
{Although Kasumi
as Pluto would also be an idea, though somewhat
different)

"Dead scream." The air blazed as a torrent of energy
ripped through space in a shriek of dying electrons.
Power enough to turn Mt. Fuji into gravel and the
hunters shrugged it aside as if were a summer breeze.
Diamond claws tearing great chunks from the stony
ground their eight legged stride closed the distance
on the desperately fleeing Pluto as if she were
standing still. There was no other choice, if she
wanted to live.
"Time Stop!"
She felt something tear, deep inside, as she used her
ultimate power. Forbidden power.
In mid stride the hunters froze, flecks of foam hung
in the air like tiny diamonds.
She killed them, as they stood frozen like insects in
amber. She killed them, even as her own power killed
her, without regret or remorse. There would be other
hunters, but for now the Princess was safe. Her dying
body fell to the ground like a discarded bit of trash
even as her soul fled down the corridors of time. She
lacked the strength to control her journey . . . she
could only pray that chance, or a merciful goddess,
would grant her sanctuary until she could regain her
strength. And remember . . .

"It's a girl," The midwife proclaimed to the tired
but happy mother. "A beautiful girl. What are you
going to name her?"
"Kasumi."

Quite frankly I can't think of a
rational for Pluto to become Kasumi just for
relaxation off the top of my head. I'm sure there IS
one, I just can't think of it on short notice. It's an
interesting idea.
Concerning my interpretation, the dramatic tension
would arise from 1) The "hunters" trying to find a
re-incarnated and helpless Pluto. (since the strain of
defeating the original hunters forced her into an
uncontrolled incarnation)
2)The interaction between SM and Ranma.
3)One sub-plot could come from Akane and Ranma trying
to "protect" Kasumi from the Senshi who, at first,
think Kasumi is responsible for Pluto vanishing and is
really the secret leader of the hunters. ^_^ (that's
one possibiliy) I will try, once I've gotten some
other stories out of the way (^_^), to continue this.
