Actually I think according to the code of Hiten Mitsurugi Ryu, there can only
be 1 master and 1 student(supposedly). It is up to the heir what should
happen to the school. Also, according to the TV series(if memory serves me
correct), I believe Kenshin's master's master taught another student before
he taught Kenshin's master. That student however, failed the final test of
Hiten Mitsurugi Ryu and thus couldn't become the next master. However, that
student didn't follow his orders to not teach that art and so taught another
and Kenshin ended having to take care of that little mistake.
